ARDEN HILLS CITY COUNCIL - August 11, 2008

3

while they are still staffing up, and all staff are still getting used to the operation.
He indicated that they will be open to looking at changes once they have some
experience with the center at full staff.

Councilmember Holden asked if there were standard reports that could be
provided monthly or quarterly with pertinent information for the City. She stated
that the City had requested this information.

City Administrator Moorse asked if Councilmember Holden was requesting
reports on the calls that happen in Arden Hills.

Mayor Harpstead asked if the dispatch center had any internal measurement
standards that they were utilizing.

Public Works Director Gregory Hoag stated that the reports that are generated
are for the County and they are not broken down by City. The reports that are
generated provide information such as call response time and processing time. He
stated that the information specific to the City would have to be manually extracted.
He stated that the center is operating within the criteria that they have established
and within the National criteria for call pending times and call dispatch times.

Councilmember McClung stated that when the City was sold this system the City
was told that call answer times would not be adversely affected by consolidating the
center and adding St. Paul. He stated that if specific reports were not able to be
obtained then the City would not be able to determine if call times were being
adversely affected. He asked Public Works Director Hoag to find out how they can
say if the response time in the contract cities were the same, better, or worse than
before the system was put in place.

Public Works Director Hoag stated that he would follow up with this question for
the Council. He stated that he had asked this question a couple of months ago and
he would forward the answers' to the Council.

Councilmember Holden stated that the information that was provided was how
long it took for the emergency people to arrive at the scene from the time the
information was provided from the dispatch center. She stated that the answering
time was not provided.

Public Works Director Hoag clarified that Councilmember Holden was looking
for the cue time on calls.
