<br /> <br />Request for Quote: Feasibilitv Report for Future Snellin2/0ld Hi!!hwav 10 Trail with <br />Improvements to CP Rail Brid2:e for Pedestrian Crossin!! <br /> <br />The City of Arden Hills is seeking quotes to complete a feasibility report for a future trail along <br />Snelling/Old Highway 10 from Trunk Highway 51 to County Road 96, including improvements <br />to the CP Rail Bridge structure. <br /> <br />GENERAL PROJECT SCOPE <br /> <br />The City's Parks Trails and Recreation Committee (PTRC) includes a proposed trail along <br />Snelling/Old Highway 10 as a major north-south trail connection in its pathway master plan. <br />This proposed trail would cross under the CP Rail bridge located north of County Road E; <br />improvements are needed at the bridge to accommodate a trail. A location map of this area is <br />attached. <br /> <br />The selected consultant shall complete a feasibility report for this project. The contract may be <br />expanded in the future to include any of the following for the improvements to the CP Rail <br />bridge: final design, construction administration, staking and observation. <br /> <br />REQUIRED SERVICES DESCRIPTION <br /> <br />The Consultant shall provide preliminary engineering services for the proposed project, including <br />field reviews of the project site as necessary and preparation of presentation graphics and exhibits <br />for public information. The Consultant shall prepare a feasibility report containing the project <br />description, background information, engineer's estimate and recommendations. Wetland <br />impacts are anticipated; the extent of impacts shall be discussed for the construction of a trail on <br />both sides of the road. Estimated costs for filling, wetland avoidance and/or mitigation shall be <br />included in the report, along with associated permitting requirements (Rice Creek Watershed <br />District, DNR, Corps of Engineers, etc.) The report shall include an evaluation of impacts and <br />associated costs, and make a recommendation on a trail alignment. <br /> <br />A draft layout and cost estimates were prepared in 2004. The Consultant shall be review and <br />discuss these in the feasibility report. <br /> <br />Staff may ask the Consultant to present the report at a City Council meeting, Parks, Trails and <br />Recreation COll1ll1ittee meeting, and a public information meeting. Three meetings shall be <br />included as an optional cost in the proposal. <br /> <br />PROJECT SCHEDULE <br /> <br />The following is the proposed schedule for the project: <br />1.
