<br />Plan Jmplementation Program <br /> <br />Replacement signals, arms and poles for the existing signal systems at (all optional): <br /> <br />o The eastern ramp terminals of Highway 51 <br />o Pine Tree Drive <br />o Lexington Avenue <br /> <br />Boulevard trees spaced at an average of 40 feet <br /> <br />A planted median that may include trees along with shrubs, tall grasses and/or <br />annual flowers. <br /> <br />Decorative lighting at the automobile scale (on the existing bases, located 200 feet <br />apart); optional extra: decorative lighting at the pedestrian scale located <br />approximately 50 to 70 feet apart). <br /> <br />Benches and trash receptacles. <br /> <br />A pair of new continuous concrete sidewalks (6 feet wide). <br /> <br />Bollards. <br /> <br />Annual flowers (in beds or raised planters). <br /> <br />Seasonal banners on the light poles. <br /> <br />Striped or colored pedestrian crossings. <br /> <br />Bus waiting shelters. <br /> <br />A pedestrian and bicyclist bridge over Highway 51. <br /> <br />Streetscape Improvements <br /> <br />Determine during this planning process the most feasible location for additional <br />landscaping and sidewalks, taking into account the limited space in the public right -of- <br />way outside the curbs. <br /> <br />Implement the street landscaping plan by obtaining easements from property owners since <br />the space for such landscaping will be entirely on private property (the public right-of- <br />way is almost entirely taken by the road). The City could potentially design, fund and <br />install the improvements on easements. Working with private enterprises and non-profit <br />partnerships is encouraged. <br /> <br />Estimated Costs and Potential Funding Sources <br /> <br />The preliminary cost estimate for the traffic and streetscape improvements is $2.0 million <br />(2008 dollars). <br /> <br />Funding sources will be determined by the City Council but could include: <br /> <br />· City general funds <br />· Special assessments on benefiting properties <br />· Private sources <br />· Municipal State-Aid funds <br />· Tax increment financing <br /> <br />7-2 The New Lake Johanna Boulevard <br /> <br />7 October <br />
