Setbacks and Lot Coverage — Meets requirements <br />All four proposed lots would be able to meet the minimum setbacks and would <br />not exceed the maximum lot coverage. No variances should be needed for future <br />development. <br />2. Subdivision Ordinance — <br />A. Street Access and Utilities (Section 1130.03 & 1140.05) <br />No new streets are needed for this development. All four lots will access Hamline <br />Avenue, which is a City street in this part of Arden Hills. Water and sewer access <br />is available on the eastern side of Hamline Avenue. As each lot is developed, the <br />utilities will be connected. Utility connections and road repair will be at the <br />expense of the property owner. <br />B. Easements (Section 1130.05 and 1130.08) <br />City subdivision regulations require twelve foot wide utility and drainage <br />easements dedicated to the City along the right-of-way and centered on common <br />lot lines. The plat includes a twenty foot easement that is centered on the shared <br />lots lines and a twelve foot easement along the Hamline Avenue right-of-way. <br />The easements along the shared property lines and along Hamline Avenue are <br />sufficient. In order to "clean up" the plat, the applicant is proposing to vacate the <br />easements that are currently located on the property and create new drainage and <br />utility easements that include all of the wetland areas.
