<br />2009 PMP <br />1/8/2009 <br />Page 4 <br /> <br />ASSESSMENTS <br />As detailed in the feasibility report, the preliminary assessment roll includes 91 residential <br />equivalent units (REV). The estimated assessment rate per RED is $8,596.92. <br /> <br />RESIDENT COMMENTS/CONCERNS <br />At the neighborhood meeting, several comments and concerns were raised by the residents. The <br />most common were driveway material, drainage, and assessments. <br /> <br />Residents were concerned about the City standard of concrete aprons at each driveway, <br />especially if the rest of the driveway is not concrete, and the aesthetics once the project is <br />complete. While concrete aprons are recommended to help improve drainage and keep run off <br />within the street, they are not required. Staff recommends constructing concrete aprons only <br />where necessary to manage drainage concerns; the remaining driveways would be replaced in- <br />kind. <br /> <br />Residents throughout the neighborhood expressed specific drainage concerns. The project team <br />will work individually with these residents during final design. <br /> <br />Many residents were also concerned about the timing of this proposed assessment, given the <br />current economy. The City Council will have an opportunity to discuss these concerns prior to <br />adopting the preliminary assessment roll and ordering the assessment hearing, which is <br />scheduled for late spring. However, the Council may want to consider extending the payment <br />period from 10 years, as stated in the assessment policy, to 15 years. <br /> <br />RECOMMENDED COUNCIL ACTION <br />At this time, staff recommends the adoption of Resolution 2009-002: Ordering Public <br />Improvement and Preparation of Plans and Specifications for the 2009 Pavement Management <br />Program. Minnesota Statutes state that the adoption of this resolution requires a four-fifths vote. <br />
