• Protecting public amenities on lakes <br />• Using clear and concise language <br />• Maintaining tree populations around lakes <br />Addressing Priorities <br />While many of the priorities expressed by the City Council and Planning Commission can be <br />accomplished through a revised shoreland management ordinance, it is not expected that any <br />ordinance can address every priority. The realization of some priorities may be complicated by <br />difficulties in effective enforcement or limits of the City's regulatory powers. In those cases, <br />public awareness and education may be more effective tools in which Staff recommends <br />including as part of the process. Some strategies may include: <br />• Holding public meetings during the process to allow residents to express concerns and <br />aid in priority identification. While this may cause necessary revisions to the preliminary <br />timeline developed by Staff, public participation would be a valuable opportunity to <br />collect additional feedback and raise awareness of common issues. <br />• Establishing a shoreland management page on the City's website providing status updates <br />and links to additional resources such as DNR handouts and contact information. <br />• Publishing informational articles in the Arden Hills Notes community newsletter, <br />including announcements of upcoming meetings. <br />• Providing educational workshops for residents covering City and DNR shoreland <br />regulations and holding Q&A segments. <br />Next Steps <br />Staff is proposing that in addition to continuing conversations with the City Council and <br />Planning Commission, a community meeting would be held in May to gain feedback on common <br />shoreland concerns. Staff welcomes suggestions from the Planning Commission on some of the <br />topics the meeting could address. Some tentative ideas include: <br />• Setbacks for structures and fences: Should the "front yard" be considered along the right- <br />of-way or the lake itself? <br />• Storage in shoreland lots: What are the options on acceptable places or accessory <br />structures for storage on yards? <br />• Native plantings and vegetative buffers: Should a vegetative buffer be required from the <br />shoreline where grass is not mowed and native plantings are encouraged? <br />• Dock placement and design: What are DNR approved dock designs and should there be <br />side yard setbacks? <br />City ofArden Hills <br />Planning Commission Work Session for March 4, 2009 <br />P: IPlanninglPlanning Cases l2009109-003 Shoreland Preservation Ordinance 1030409 - PC report - Shoreland Update.doc <br />Page 2 of 3 <br />
