<br />ARDEN HILLS CITY COUNCIL - December 8, 2008 <br /> <br />27 <br /> <br />Parks and Recreation Manager Olson stated that if there is not a picnic shelter <br />then there is nothing to reserve so there would be no fee. <br /> <br />Councilmember Holmes stated that her neighborhood utilizes Valentine Park for <br />their Labor Day picnic and even though there is no picnic shelter at the park the <br />neighborhood has paid a fee to utilize the park. <br /> <br />Parks and Recreation Manager Olson explained that the fees paid by the <br />neighborhood were for the moving of the picnic tables at the park. The fee is only <br />being charged for those parks that have picnic shelters. <br /> <br />MOTION: Councilmember Holden moved and Councilmember McClung <br />seconded a motion to Adopt Ordinance 2008-016: A Special <br />Ordinance Relating to Fees Payable within the City of Arden Hills for <br />2009. The motion carried unanimously (5-0). <br /> <br />G. Adopt Resolution 2008-061: A Resolution Receivin2 the 2009 <br />Pavement Mana2ement Pr02ram Feasibilitv Report and Orderin2 <br />Public Hearin2 for Improvement on Januarv 12, 2009 <br /> <br />Civil Engineer Kristine Giga stated at the September 8, 2008, meeting, the City <br />Council approved resolution 2008-030 ordering the feasibility report for the 2009 <br />PMP-Glenarden Neighborhood, and authorizing staff to contract with Bolton & <br />Menk, Inc. to complete the report. A feasibility report has been prepared that <br />details the proposed design, neighborhood impact, and estimated cost of the <br />proposed project. Representatives from Bolton & Menk are here to present the <br />results. The next step in the process is for the City Council to accept the feasibility <br />report and to schedule a public hearing. <br /> <br />Mr. Travis Winter, Bolton & Menk, Inc., presented the Council with a detailed <br />PowerPoint presentation on the feasibility report for the 2009 PMP-Glenarden <br />Neighborhood. He detailed the area that was part of the study, identifying the <br />infrastructure needs, costs, funding sources and schedule for completion. He stated <br />that the public hearing was proposed to be held on January 12, 2009. <br /> <br />Councilmember Holden asked if the east side of Arden Place was included in the <br />price estimate that was spread out to the residents. She also asked if the west side <br />of the frontage road off Snelling Avenue was also included in the assessment to the <br />residents. <br /> <br />Mr. Winter stated that this was included. <br />
