<br />ARDEN HILLS CITY COUNCIL - December 8, 2008 <br /> <br />28 <br /> <br />Councilmember Holmes asked Councilmember Holden if these areas should not <br />be included. <br /> <br />Councilmember Holden stated that she wanted the residents to be aware. She also <br />stated that at this time she was unclear how the assessment roll would be handled. <br /> <br />Councilmember Holmes clarified that the area that goes to the Freeway Park and <br />Lindy's Triangle Park were the areas that Councilmember Holden was referencing. <br /> <br />Mayor Harpstead stated that this was a good observation to be noted for <br />discussions at another meeting. <br /> <br />Councilmember Grant stated that in the presentation it was indicated that the <br />roads had been built in the 1960's. He asked if there had been any interim work <br />done on these roads relative to the road surface. <br /> <br />Mr. Winter stated that some maintenance work has been done but he did not have <br />the records in front of him to show when that was done. <br /> <br />Councilmember Grant asked for a break down of the 37% indicated for <br />contingency and overhead. <br /> <br />Mr. Winter stated that the 37% comes from the assessment policy and that this be <br />included above the construction costs when determining the assessment roll. <br /> <br />Councilmember Grant asked what percent was a contingency amount and what <br />percent was overhead. <br /> <br />Civil Engineer Giga stated that 10% is engineering, 10% is construction <br />engineering, 4% is a contingency amount and the balance is legal fees, fiscal fees, <br />and administrative fees. She stated that she would get the exact break down for the <br />Council. <br /> <br />Councilmember Grant stated that he was supportive of parking in the option being <br />presented. <br /> <br />Mayor Harpstead asked if there appeared to be minimal work in the sub layers of <br />the street based on the sub soil samples that were taken. <br /> <br />Mr. Winter stated that by today's standards these roads were built below standards. <br />
