Avenue/Old <br />Hi!!hwav 10 Trail <br /> <br />Authorize Staff to Expand the Scope of the Services with Bolton & <br />Menk, Inc. to Include Final Desi!!n of the CP Rail Bridj!e <br />Improvements for a Pedestrian Crossin!! in an Amount Not to <br />Exceed $37,000 <br /> <br />Civil Engineer Giga stated at the September 8, 2008, meeting, the City Council <br />authorized staff to contract with Bolton & Menk, Inc. to complete a feasibility <br />report for the future Snelling/Old Highway 10 trail with improvements to the CP <br />Rail Bridge for a pedestrian crossing. Bolton & Menk staff presented preliminary <br />results of the feasibility report at the November 25, 2008, Parks, Trails, and <br />Recreation Committee (PTRC). Topics of discussion included proposed typical <br />cross-sections and potential trail locations, as well as associated impacts and costs. <br />Improvements to the CP Rail Bridge were also discussed. The next step in the <br />process is for the City Council is to receive the feasibility report and to provide <br />direction on how to proceed with this project. <br /> <br />Mr. Winter presented the Council with a detailed PowerPoint presentation on the <br />feasibility report for the 2009 Snelling/Old Highway 10 Trail with improvements to <br />the CP Rail Bridge for a pedestrian crossing. He detailed the area that was part of <br />the study, typical cross-sections and potential trail locations, costs and impacts, and <br />the improvements to the CP Rail Bridge crossing. <br /> <br />Mayor Harpstead stated that the trail was being presented to the Council on both <br />sides of the road with the intent the Council chooses one side or the other, not both. <br />He also pointed out that there were some areas that were already public right-of- <br />ways. He asked if the County or the State owned the land. <br /> <br />Civil Engineer Giga stated that from Trunk Highway 51 to County Road E is a <br />City street and County Road E up to County Road 96 is County road. <br />
