<br />ARDEN HILLS CITY COUNCIL - December 8, 2008 <br /> <br />32 <br /> <br />Civil Engineer Giga stated that part of the design process would include the public <br />input process and selecting the side. <br /> <br />Mayor Harpstead asked if this required the side to be clarified with CP Rail or is it <br />still subject to their approval after the fact. <br /> <br />Civil Engineer Giga stated that having the amount budgeted in 2009 would allow <br />Staff and Bolton & Menk to work through the process with CP Rail. <br /> <br />Councilmember Holden asked Mr. Thomas for his personal experience with <br />working with the Rail. <br /> <br />Mr. Thomas stated that the railroads do not have a vested interested in a trail. <br />They would be looking for something that has zero impact to the operations and <br />zero risks to their facilities. The administrative process and engineering process on <br />the side of the Rail does take time. <br /> <br />Councilmember Holmes asked if there would be a situation where the railroad <br />would stipulate a side of the road over the other. <br /> <br />Mr. Thomas stated that they could have a preference for one side over the other. <br /> <br />Councilmember Holmes asked if the engineering was done first or if an agreement <br />with CP Rail should be reached first. <br /> <br />Mr. Thomas stated that the City will want to initiate discussions with CP Rail right <br />away and the engineering would be derivative of those conversations. <br /> <br />Councilmember McClung asked what the railroad is looking for in a first step. <br /> <br />Mr. Thomas stated that the understanding is that the railroad has been receptive to <br />the City making a pedestrian crossing at this location. At this point taking design <br />details a little more in depth than what was presented tonight to the railroad may be <br />in order. This would allow them to measure these against their drawings. <br /> <br />Councilmember McClung asked if it was in the City's favor that a similar bridge <br />was constructed was constructed in New Brighton along the same railroad line. <br /> <br />Mr. Thomas stated that precedence could help the City in its request. <br /> <br />Councilmember Grant stated that City should inquire about the wooden railroad <br />bridge on New Brighton Road and find out if there were any repairs or <br />
