While the discussion at the meeting touched many aspects of the proposal, notable comments <br />and concerns included: <br />1. Requiring decorative fencing along Lexington Avenue (no chain link <br />fencing); <br />2. Being cautious with grading along Lexington Avenue, particular in the <br />footprint of the future Building 4 to ensure that it is not a hazard and is <br />properly landscaped and maintained; <br />3. Try to construct ADA access from the County Road E/Lexington Avenue <br />intersection to the Walgreen's store; <br />4. Redesign the traffic flow in the Walgreen's parking lot to provide for one-way <br />traffic movement in a counter -clockwise fashion; <br />5. Limit the signage on the buildings to what is allowed in the Sign Code; <br />6. Ensure that the landscaping plan conforms to the City's requirements; <br />7. The internal pedestrian flow has greatly improved from the original proposal; <br />8. The cluster of store fronts is more inviting than the original proposal. <br />Points one through six have been included on the plans or included in the conditions of <br />approval. <br />C. Building Official, Fire Marshal, and Civil Engineer <br />The Building Official did not have any comments on the project. A letter dated May 14, <br />2009, from the Fire Marshal is included in Attachment B. The Civil Engineer did not <br />provide any comments but the final grading and utility plans will be subject to Engineer <br />approval prior to the issuance of any permits. <br />D. Ramsey County Review <br />Ramsey County submitted their comments in the letter dated May 18, 2009 (Attachment B). <br />Point one of the letter notes that at their discretion, Ramsey County could eliminate the left <br />out movement onto County Road E from Arden Plaza. This would make the access point a <br />right -in, right -out movement only. The County is not moving forward with such a limitation <br />at this time. <br />Point two of the letter states that the County is not supportive of a new traffic signal on <br />County Road E with the current request. The City and applicant will continue discussions <br />with the County as future phases move forward. The traffic signal will also depend on what <br />happens with the former Holiday Inn property to the north. <br />Finally, point three states that future improvements to the County Road E and Lexington <br />Avenue intersection may be needed to accommodate future development in this area. As part <br />of these improvements, Ramsey County is suggesting that additional right-of-way be <br />required to accommodate an additional turning lane.
