generous amount of perimeter and internal landscaping. Parking structures shall be <br />visually softened with plantings. A minimum of one tree shall be placed along the <br />right-of-way every forty (40) feet. The tree shall not interfere with the roadway and <br />shall be on private property. <br />This requirement is met by the proposed application. See landscaping section of the <br />June 3, 2009, planning case report to the Planning Commission for a full analysis of <br />this item. <br />J. Parking. <br />1. Placing parking between the street right-of-way and a building shall be <br />discouraged. <br />This requirement is met by the proposed application. The parking has been <br />reoriented as much as possible away from the rights of way. Parking for Building <br />1 has been situated to be hidden from street view by the natural topography of the <br />site. The majority of the parking stalls are located internally on the site. <br />2. No more than fifty percent (50%) of the parking on a site may be between <br />buildings or in the side yards. <br />This requirement is met by the proposed application. Of the 455 parking stall <br />provided 90 are located in the side yard and adjacent to a right of way. <br />3. Sufficient parking shall be provided to accommodate the reasonable hourly peak <br />on a given site. Shared parking is encouraged to reduce land devoted to parking. <br />Hourly variations among different types of land use may be considered when <br />estimated parking demands. — Flexibility Requested <br />The applicant is proposing to have 455 parking stalls. Shared parking will be <br />utilized between all the users of the site for all 455 stalls. The entire center will <br />be parked at 4.85 stalls for every 1, 000 square feet of retail space. Based on <br />research from the Institute of Traffic Engineers(ITE) this is more than adequate to <br />meet the peak parking demand of the site (4.5 per 1, 000 is recommended). <br />4. Plantings shall be used to soften and shade parking lots and parking structures. <br />Parking and service areas shall be visually screened from street views with <br />plantings and architectural treatments. <br />This requirement is met by the proposed application.
