She indicated the Council will then have to decide how to address the <br /> drainage concerns, possibly implementingimprovements inphases, and address which amenities <br /> p <br /> would remain. Ms. Olson stated wSV was trying to convince the DNR that this area is not a <br /> wetland and should remain a park. <br /> Acting Chair Peck suggested the committee members give this issue some thought before the <br /> g g <br /> January meeting. Ms. Olson stated the maintenance and upkeep of this ark is a concern aloe <br /> . p g <br /> with the future drainage issues being addressed. <br /> Ms. Olson explained the Council would be further discussingthe CP rail issue at their January <br /> y <br /> work session meeting, which will be held on January 20th. She encouraged the members to <br /> attend to stay informed on this issue. Further discussion ensued regarding the trail location. <br /> Ms. Olson indicated the rinks were open for use throughout the City. She stated breakfast with <br /> g y <br /> Santa was held this past Saturday and was a good time. Ms. Olson added that her ro rammer <br /> p g <br /> starts full time in January. <br /> Ms. Olson stated Trinity Lutheran was interested in sellingthe soccer Feld area and that the City <br /> y <br /> would be offered Right of First Refusal. She noted the City is gathering information at this time <br /> and an appraisal will be completed. Ms. Olson indicated she would keepthe Committee <br /> informed of this land as information becomes available. <br /> Ms. Olson explained the Safe Routes to School plans and specs are bein prepared for th <br /> p p g p p e E2 <br /> link. She stated this project information is planned to be goin y g before Council in February with <br /> hopes to have the trails completed before school starts next fall. Council Liaison Holmes <br /> questioned if a crossing guard would be needed and if there would be additional time to discuss <br /> safety concerns. Ms. Olson stated she has worked closet with the school district and <br /> d county to <br /> maintain the safety of walking children and that an adult crossing guard was being suggested ested for <br /> this section, but that this would be handled by the school. She stated federal and state funds <br /> would govern the majority of this project and establish the size of the trail. F ' <br /> P .� Further discussion <br /> ensued regarding the safety of this section along with number of crosswalks. <br /> 7. COMMITTEE GOALS AND EXPECTATIONS-2009 <br /> Ms. Olson explained several items were added after the Council retreat in December, with <br /> several being removed. She reviewed in <br /> goals with the Committee stating signs within Elmer <br /> L. Anderson Park would be addressed. n 2009. Ms. Olson noted Valentine Park, CP rail trail, the <br /> annual festival, and the County Road E Bridge plans would all be issues addressed in 2009 as <br /> well. <br /> Council Liaison Holmes added that TCAA.P arks would need to be addressed essed but that the <br /> Council was setting a budget at this time. She indicated Committee recomme <br /> ndations were very <br /> useful to the Council. <br />
