PARKS, TRAILS AND RECREATION COMMITTEE MEETING MINUTES <br /> March 17, 2009 <br /> Page 2 of 7 <br /> Ms. Olson indicated Councilmember Holden has requested the City research the possibility of <br /> utilizing more energy efficient lighting to be used at the ice rinks. She explained an analysis will <br /> be completed on this and presented after the information was gathered. <br /> Ms. Olson stated staff received a letter from the community with regard to how well the ice rinks <br /> are staffed and how pleased they have been with the ice conditions, in particular at Hazelnut <br /> Park. <br /> Chair Peck questioned how much staff time was spent on the overall management of the ice <br /> rinks. Ms. Olson stated this was divided up this year between herself and the Recreation <br /> Programmer. Staff time is spent training staff, ice rink inspections, site visits, and responding to <br /> staff needs. The majority of the time invested in the rinks was spent by PW clearing and <br /> maintaining the ice. — <br /> B. Valentine Park Discussion <br /> Ms. Olson indicated she would like the Committee to brainstorm options for the future of the <br /> park after reviewing the drainage report. She explained this may be discussed again next month <br /> with the Valentine Park neighbors included. <br /> Mr. Messerly stated the Drainage Report has yet to define indicated <br /> sources of floodingprovide <br /> or <br /> solutions that would reduce or eliminate the flooding. He that the recommendations <br /> within the park rearrange the amenities within the park, but that this would not solve the yearly <br /> Y <br /> flooding. Mr. Messerly reviewed the history of Valentine Park stating drainage the drai e and elevation <br /> g <br /> of this park needs to be addressed before further amenities would be brought into this area. <br /> Mr. Messerly stated the main contributing factor to the flooding was the water level of Lake <br /> Valentine. Chair Peck agreed that the park has no way of allowing this water to drain. <br /> Mr. Messerly cautioned the City from raising the elevation of this park, as it would flood the <br /> adjacent properties. Ms. Olson stated an increase in elevation has been considered while keeping <br /> p g in mind the water must stay away from the neighboring residential properties. She reviewed <br /> g g p p <br /> Page 8 of the drainage report explaining how the elevation would be raised with the use of <br /> ponding filtration wetland treatment systems along with the construction of a storm water <br /> treatment pond. <br /> MOTION: Committee Member Messerly motioned that after reviewing the "Drainage <br /> Analysis Report" from Valentine Park dated February 2, 2009 that the PTRC <br /> recommend to Council that neither option be implemented since neither address <br /> the cause nor abatement of the flooding, and that further study of the flooding and <br /> drainage of Lake Valentine be completed; seconded by Committee Member <br /> Straumann. <br />
