PARKS, TRAILS AND RECREATION COMMITTEE MEETING MINUTES <br /> March 17, 2009 <br /> Page 3 of 7 <br /> Further Discussion: <br /> Council Liaison Holmes suggested Mr. Messerly meet with the City Engineer ineer to further discuss <br /> this issue in detail and offer a history of the park to staff. <br /> Chair Peck indicated he was not an engineer but that the concerns raised were valid. He <br /> suggested the flooding reasons need to be addressed in conjunction with the p <br /> drainage of the ark. <br /> Mr. Straumann questioned who was responsible for the lake level. Ms. Olson stated this was the <br /> responsibility of the Rice Creek Watershed. <br /> Chair Peck questioned if it was possible or several committee members to meet with staff and the <br /> engineers. Ms. Olson stated she could arrange a meetingbetween staff, Kris Gi a and Todd <br /> � g <br /> Hubmer of WSB, Inc. to review this information further. She explained that this would have to <br /> be discussed at a staff level first to assure that there were funds available to pay for the <br /> engineer's time. <br /> Ms. Hilgers suggested the motion be tabled until the meeting was held between staff and the Mr. <br /> Messerly and any other interested Committee members. She indicated this would hold the <br /> recommendation from proceeding to Council. Ms. Olson stated this item could be reviewed - <br /> again next month after meeting with the engineers at which time further recommendations could <br /> be made to Council. <br /> Ms. Olson questioned which members would like to attend the meeting between staff and the <br /> engineers. Committee members Messerly, Peck and Garretson were to be contacted with details <br /> about this meeting. <br /> Mr. Messerly withdrew his motion and suggested this be further reviewed after the staff meeting <br /> with the Engineers and City Staff. <br /> C. Project Updates <br /> 1. CP Rail Bride <br /> Ms. Olson provided an update on the CP Rail Bridge to the Committee. She indicated the <br /> Council has directed Bolton & Menk to proceed with the final design in coordination with the <br /> railroad with the bridge improvements on the west side. Ms. Olson explained the Council would <br /> like to consider other options for the future trail corridor, with a possible bike lane and possible <br /> . p <br /> pedestrian crossings on both sides of the bridge or shifting the road alignment to allow for more <br /> space on the west side. <br /> Chair Peck stated he would be in favor of a bike lane and that a pedestrian crossing on both sides <br /> p g <br /> would greatly benefit the residents- "I .
