ARDEN HILLS CITY COUNCIL TCAAP WORK SESSION-O TOBER 12 2009 2 <br /> 1. AGENDA ITEMS <br /> A. Preparation for Joint Work Session with County Board <br /> City Administrator Moorse presented the City Council with information on the <br /> joint work session meeting that would be held with the County Board on October <br /> 20th. He reviewed a power point presentation and asked for comments from the <br /> Council. <br /> Councilmember Holden suggested a slide be added to the presentation with <br /> historical information on the TCAAP site. <br /> City Administrator Moorse indicated he would also be explaining why the City <br /> was approaching the County while explaining there was also a public sale of the <br /> property that was proceeding. <br /> Councilmember Holden asked for an additional slide dividing the property along <br /> a line extending from County Road H, along with pointing out the limited access to <br /> the site. She asked that the infrastructure issues be separate from the access issues. <br /> Discussion ensued regarding the public sale of the land versus transfer through <br /> special legislation. <br /> Councilmember Grant wanted to assure the County Board that they would be able - <br /> to take a portion of the land for parks even if they were not interested in taking all <br /> 535 acres. <br /> Councilmember Grant asked that an additional slide be added to the presentation <br /> to review the Ryan Companies land use concept to make the County aware of the <br /> potential use of the site if not used for park land. <br /> Further discussion ensued regarding the clean up. The Council wanted to require <br /> that the County be responsible for ensuring the cleanup and for obtaining the <br /> funding for cleanup of the site. <br /> Councilmember Grant encouraged staff to add a point within the presentation that <br /> the Council was looking for the County to take the land, develop a parks and open <br /> space plan for its active use and implement the plan. The land was not to be vacant <br /> for the next 100 years. He stated this site was an asset to the region and should be <br /> used. <br />
