C. Surrounding Jurisdictions <br />As part of the requirements for amending the City's Comprehensive Plan, notice of the <br />proposed plan amendment has been sent to the adjacent cities and the Mounds View School <br />District, Minnesota Department of Transportation, and Ramsey County. Comments have not <br />yet been received. <br />Findings of Fact: <br />This project includes seven requests: An amendment to CUP 72-024, a rezoning of the property <br />from I-1 to R-4, a Comprehensive Plan Amendment to amend the future land use designation of <br />the property form Utility to Multiple Family, the Master PUD, the Final PUD, the Preliminary <br />Plat, and the Final Plat. <br />Staff offers the following twenty-eight findings of fact for this proposal: <br />General Findings: <br />1. The Arden Village property is 2.76 acres in size. <br />2. The Arden Village property is currently located in the I-1 Light Industrial District <br />3. The Arden Village property currently has a future land use designation of Utility in the <br />2030 Comprehensive Plan. <br />4. The applicant is proposing to re -plat the property into two parcels; Lot 1 and Lot 2. <br />5. The applicant is proposing to construct 55 units of workforce housing on Lot 1. <br />6. The applicant is proposing to maintain the current use of Lot 2 as a communications <br />tower and related equipment. <br />7. The proposed development requires park dedication. <br />8. The applicant has indicated that the market value of the property is $750,000. Ramsey <br />County has an assessed market value for 2009 of $715,600. <br />9. The park dedication requirement for this application is 10 percent of the land in <br />dedication or a fee of 10 percent of the market value. <br />10. The applicant is proposing to construct 1,680 feet of trail along the south side of County <br />Road F at a cost of approximately $85,000. <br />Rezoning and Comprehensive Plan Amendment Findings: <br />11. The application is proposing to rezone Lot 1 to R-4 Multiple Dwelling District and <br />amend the City's future land use map to designate the property as Multiple Family. The <br />future land use designation for Lot 2 will remain unchanged. <br />12. The proposed redevelopment is a permitted use in the R-4 District. <br />13.
