14. The Master PUD and Final PUD advance the City's goals outlined in the Comprehensive <br />Plan and are in substantial conformance with the proposed future land use amendment. <br />15. The proposed Comprehensive Plan Amendment would advance the City's goal to <br />promote the development of a variety of housing options by preserving and increasing <br />high-quality housing opportunities that are suitable for a mix of ages, incomes and <br />household types, and encourage the incorporation of affordable, life -cycle, and work <br />force housing into new development and redevelopment where feasible. <br />16. The proposed development forwards the Metropolitan Council's target of 288 new <br />affordable housing units by 2020 in Arden Hills. <br />17. The completion of the proposed trail associated with the project will advance the Active <br />Living goals outlined in the City's Comprehensive Plan by extending the City's <br />pedestrian connectivity. <br />18. The proposed rezoning and use would not be incompatible with the adjacent land uses. <br />PUD Review Findings: <br />19. The application is in substantial conformance with the requirements of the City's Zoning <br />Code for the proposed R-4 District. <br />20. The application is in substantial conformance with the City's Zoning Code. <br />21. The application is in substantial conformance with the City's Design Standards for the B2 <br />District. <br />22. The applicant is requesting flexibility from the Zoning Code through the PUD process on <br />landscaping, tree replacement, building height, density, and parking lot planting islands. <br />23. The application is not anticipated to create a negative impact on the immediate area or the <br />community as a whole. <br />24. A traffic study to evaluate the proposed use was completed. The application is not <br />anticipated to create a negative impact on traffic in the area. <br />Conditional Use Permit Criteria Findings: <br />25. The proposed CUP amendment is not anticipated to negatively impact traffic or parking <br />conditions because it is an amendment to the legal description of the property only. <br />26. The proposed CUP amendment is not anticipated to negatively impacts Noise, glare, <br />odors, vibration, smoke, dust, air pollution, heat, liquid or solid waste, other nuisance <br />characteristics, drainage, and population density because it is an amendment to the legal <br />description of the property only. <br />27. While park dedication is applicable to the project as a whole, the proposed CUP <br />amendment itself does not require park dedication. <br />28.
