Valentine Court is proposed to be 24 feet wide, and Valentine Crest. Road is proposed to <br />be 28 feet wide, which matches the existing conditions. <br />It isprop osed to use B618 curb and gutter on the project. It provides a traffic barrier, <br />eases snow plowing, and provides increased drainage capacity. From the survey, the <br />residents did not have a strong preference on the type of curb proposed. <br />There is a vegetated island at the end of Valentine Court that is hard for large vehicles <br />and snow plows to workaround. The City's Public Works Department has suggested <br />that it be modified to accommodate truck turning movements. In addition, it is being <br />con <br />sidered as an area for stormwater management. It is proposed to improve this area <br />with this project. <br />Driveways will be matched in kind with either bituminous or concrete. Concrete aprons <br />will be installed at gravel driveways and as needed to control drainage. Boulevard areas <br />will be restored with 6 inches of topsoil and sod. Tree removal will only be as necessary <br />to replace utilities.. Tree replacement will be considered along with clear zone set backs. <br />The clear zone is for safety; it provides an area behind the curb without obstacles. <br />4.1.2 Janet Court, Katie Lane, and Katie Court <br />The existing bituminous pavement is in need of reinforcement. It is recommended that <br />the streets be milled to a depth of 2 inches and fortified with a 2-inch overlay. The curb <br />and utter will only be replaced where sunken or damaged, and the roadway alignment <br />g Y p .. <br />will not change. Necessary corrections to the subgrade will be made in areas exhibiting <br />g <br />more severe signs of distress prior to paving the overlay. <br />PCI ratings for these roadways range from marginal to adequate. While improvements to <br />the adequate sections may seem premature, when combined with the marginal segments, <br />it will likely be more cost-effective to make improvements at this time. If improvements <br />p <br />, <br />are ost onedthe project costs would increase due to increased deterioration, as well as <br />p p <br />construction cost increases. Also, in keeping with the neighborhood approach, <br />comp leting the neighborhood improvements at the. same time will minimize <br />inconveniences to the residents. <br />4.2 Storm Sewer <br />4.2.1 Valentine Avenue, Valentine Court, and Valentine Crest Road <br />Storm sewer improvements include replacing the existing concrete pipe and manholes as <br />needed. Catch basins will be added to improve drainage in problem areas identified by <br />City staff/residents and in low points. <br />To meet State Aid requirements a drainage report for Valentine Avenue will be <br />completed ensuringsufficient drainage of the roadway and right of way to Mn/DOT <br />standards.
