He stated. the City could have <br /> flexibility with the other setbacks but should remove this language from the <br /> shoreline setback. <br /> Angela Hames, 1839 Venus Avenue, Arden Hills, stated she is supportive of the <br /> language being proposed. This would not have a negative impact on the property <br /> value of neighboring homes as has been presented. New home buyers would see <br /> it as a positive that they could build closer to the lake by utilizing the setbacks of <br /> the adjacent properties. <br /> She also agrees that the same standards should be applied to new constructions <br /> and additions. She further clarified that any "creeping" that would take effect <br /> would not happen overnight, but over several decades. <br /> Chris Stanton, Arden Hills, stated every neighborhood has its own character and <br /> the character of the neighborhood on Edgewater Avenue is one with large <br /> backyards and no fences. If homes were allowed to move toward the lake this <br /> would reduce the backyard size and also the sight lines that are enjoyed by the <br /> residents of this neighborhood. <br /> Mary Ellen Stanton, Arden Hills, stated if one home moves closer to the lake this <br /> would affect the views of the entire neighborhood on Edgewater Avenue. <br /> Chair Larson closed the public hearing at 7:40 p.m. <br /> Commissioner Holewa asked City Planner Beekman if it were possible for homes <br /> to ``creep'' closer to the lake over time. <br /> City Planner Beekman stated this was a possibility. <br /> Commissioner Zimmerman stated he would support the regulations but he does <br /> not support the "minus ten feet" language. He clarified by stating the language <br /> was not necessary. <br /> Commissioner Modesette stated she would support the"minus ten foot" language. <br /> This provides the City with greater flexibility to new home constructions within <br /> existing neighborhoods. <br /> Commissioner Reiff stated he would agree with Commissioner Modesette. He <br /> stated the City should not be too restrictive and even without the"minus ten foot" <br /> language the effect of homes "creeping"toward the lake will happen. <br /> Chair Larson pointed out that the only portion of the proposed regulations is the <br /> "minus ten feet" in Section 1 330.03, Subd. 4. He asked if the City Council would <br /> be having a public hearing regarding this planning case. <br />
