J ame s Lehnh af, AICF
ity of 1rden Hills
YEAR 20 2 Bt11LD CONDlTNS — WITH BOSTON ClEN'lFIC
December 7, 2009
Page 13
To determine how weIl the existing anc fuure roadway network will accornnodate year 2Q 2
buid traffic orecasts if Boston Scientic moved forvard wih thei master plan, an operations
analysis was condueted during the a.n. and p.m. peak hours. This sceario neiudes the potentia
development of the Boston Scientic site preiously reioned. Since te potential Boston
Scientific deveopnent wouIc generate a sgnieant number of peak hour rips, the long-term
irripovemen fo- te ntersecion of CR F and Hamline Avenue was assumed to be constructed.
'his inprovement icdes the cosures of he sothbounc I-amline Avenue on-ramp to
eastbounc I-694 and the westbound I-694 off-ramp to Hamline Avenue. Traff c volumes were
rrodified ta reflect the regonI access changs. It shoulcl be noted that the regona access
closures at Hamine Avenue are expected to inerease the rafc volumes aIong CR F by
aproximately 1,040 vpc near Hamline Aveu and approximately 2,Q00 pd near .,exngtan
Avenue. These values were estimated based on the peak hour trafflc volmes tat would be
diverted anc eonvertec to daiy numbers.
T'abte 4
Year 2012 Bui[d Peak Hour Capacity Analysis — With Boston Scientific
Leve! of ervice Resutts
Level of Service
Intersection A.M. To improve the key
inersections to acceptable Ievels of servce, the followng improvments are recommended:
County Road F and Inovation Way
` Instalatio of a traffic signal is recommended to rnprove the overall interseeion level of
sevice ta an acceptabe LOS B and LOS durng the a.m. and p.m. peak hours,
respectively. The traffic signal wl provide better access for sde-street trafc.
