ARDEN HILLS CITY COUNCIL WORK SESSION-DECEMBER 151, 2008 6 <br /> Public Works Director Hoag sated he was a chief proponent of the <br /> superintendent because it was a true management level position operating out of <br /> the public works facility. He stated he was not always able to be there due to other <br /> needs in the City_ <br /> Councilmember Holden stated it would be helpful to have a detailed job <br /> description for the positions within the public works department so as to clarify <br /> what the new person would be responsible for. <br /> Mayor Harpstead agreed stating the job description should determine what ratio <br /> of time was expected in the different areas of public works service. <br /> Councilmember Grant indicated he would like to see the union list of twelve <br /> management items needed for a supervisory position along with the salary ranges. <br /> Councilmember McClung reiterated the fact that a managerial type analyst may <br /> suit this need and work across departments to gather information for the City. He <br /> stated the City needs to know what types of information to gather and spreadsheets <br /> to create. <br /> Mayor Harpstead stated he saw the value in this suggestion but indicated the <br /> engineering skills and knowledge needed for the public works department could <br /> lead to a specialized position. He indicated the public works department was lead <br /> for years by an individual that held all the knowledge that now needs to be gathered <br /> and systems created for the future benefit of the City. <br /> City Administrator Moorse indicated there was not a person on staff at this time <br /> to create the database systems needed. However, staff knows what information <br /> they need gathered to be support the needs of the City. He stated neighboring cities <br /> could be contacted on how best to pull together a system that works for Arden <br /> Hills, which could then be facilitated through a consultant. <br /> Mayor Harpstead asked if the Council could reach a consensus to direct staff in <br /> this area, whether a working foreman or superintendant, along with the concerns or <br /> issues that would need to be addressed as the City moves forward. <br /> Councilmember Grant stated the superintendent could leave the public works <br /> department short staffed if unable to assist on the weekends or with plowing. He <br /> indicated the working foreman would offer additional flexibility to the City without <br /> going against the union. <br />
