ARDEN HILLS CITY COUNCIL WORK SESSION-DECEMBER 157, 2008 7 <br /> City Administrator Moorse explained an additional staff person would not be <br /> hired for the two or three times a year when it would be convenient to have an <br /> additional person on staff with the public works department. <br /> Public Works Director Hoag reiterated that the public works department was <br /> already 1.2 people short and to take that into consideration when make their <br /> decision. <br /> Mayor Harpstead asked the Council to spend more time considering which <br /> position would be best for the City whether it be a working foreman or <br /> superintendent. He suggested this item be brought back for additional discussion at <br /> a future meeting once the Council has the twelve management items from the union <br /> along with salary ranges and job descriptions. <br /> Public Works Director Hoag indicated he would pass this information along to <br /> the Councilmember's to assist with their decision. <br /> C. Acting Superintendent Pay <br /> City Administrator Moorse explained that Joe Mooney has been operating as <br /> Acting Superintendent or Interim Working Foreman on behalf of the City of Arden <br /> Hills and was being paid at the maintenance worker rate. He recommended that the <br /> City provide an additional level of pay to recognize the responsibilities that he has <br /> assumed. City Administrator Moorse compared his current pay for 2008 to the <br /> suggested pay of an Interim Working Foreman. <br /> Councilmember Holden stated she was in favor of paying Joe more for the work <br /> he was doing, but had a problem with naming him the "supervisor". <br /> Councilmember Holmes stated she felt Joe was acting as an Acting Lead <br /> Worker/Foreman as this was the work he was completing on behalf of the public <br /> works department and that he was not in a supervisory role. <br /> Mayor Harpstead reviewed the pay difference for Joe indicating there was only a <br /> $500 difference between the 10% and 12% increase in pay scales. <br /> Conncilmember Holden questioned if this back pay would then set him up as the <br /> acting superintendent for the City. <br />
