ARDEN HILLS CITY COUNCIL WORK SESSION-DECEMBER 151 2008 8 City Administrator Moorse stated this would merely compensate him for the work he has completed and not promote him to a new position. Mayor Harpstead called for a motion to approve Joe Mooney's pay increase and that it be retroactive to July 1, 2008. Councilmember Hoiden stated she was not in favor of starting the pay July 1S1 due to the fact Joe was on vacation for two weeks in July and had assistance for staff. She felt the increase in pay should start effective August Is'. Discussion ensued regarding the start date and the amount of the raise for Joe Mooney. Councilmember Holmes stated she would be in favor of a 12% pay increase effective August lst and that it continue until the public works department hires an - additional full-time person. Councilmember McClung indicated he could not support 12% but that he agrees the pay should continue until staff makes a decision. Councilmember Grant explained he was in favor of the 10% pay increase for a working foreman position. Councilmember Hoiden stated she would be in favor of the 10% increase while he is the acting foreman or lead worker and that the start date should rechecked. Mayor Harpstead agreed with 10% and that he would like to see the start date begin August lst It was the consensus of the City Council to direct staff to bring a formal action to the Council naming Joe Mooney the Working Foreman starting August l"' with a 10% pay increase until such time the temporary position was no longer needed and that a memorandum of understanding was required from the union. D. Public Works Staffing City Administrator Moorse presented the City Council with information on staffing levels in the maintenance area. He indicated since Jim Perrin retired Joe Mooney has been acting beyond a maintenance worker, along with seven other
