ARDEN HILLS CITY COUNCIL—March 8, 2010 11 <br /> 6.A. Planning Case #09-021 Arden Village, LLC (Jamie Thelen) 1296 County Road F — <br /> Conditional Use Permit Amendment, Rezoning, and Comprehensive Plan Amendment, <br /> Preliminary and Final Plat, and Master and Final Planned Unit Development(continued) <br /> Councilmember Grant stated there would be no general access from lot 1 to lot 2 in the plan. He <br /> also stated the way the motion is worded the fence would need to run the entire length of the <br /> property and this would include lot 2. <br /> Mr. Thelen stated there is a fence around the tower currently. In the future there may be a gate at <br /> the tower entrance. It would be difficult to fence the entire length of the east side of the property. <br /> y <br /> Mayor Harpstead stated an amendment to this motion could be made that has the fence on the <br /> east side in such a way that it connects on lot 2 so that it prohibits egress from lot 1 onto the Land <br /> O'Lakes property subject to City Staff approval. <br /> Councilmember Holden clarified that lot 2 would be completely fenced to prevent people from <br /> crossing onto the property. <br /> Community Development Director Lehnhoff stated he would recommend having lot 2 <br /> completely fenced from lot 1 to ensure residents are not crossing onto this property and the Land <br /> O'Lakes property. A gate could be installed between lot 1 and lot 2 for access. <br /> Councilmember Holden removed the motion to add recommendation 17. <br /> Councilmember Grant removed his second to the motion to add recommendation 17. <br /> MOTION: Mayor Harpstead moved and Councilmember Grant seconded a motion to <br /> Add Recommendation 17 — Sand Companies will place a six (6) foot fence <br /> alonLy the east side of the property placed in such a way that it prevents access <br /> onto the Land O'Lakes property, as determined by City Staff and a six (6) <br /> foot fence around the Land O'Lakes cooling tower subject to the approval of <br /> Land O'Lakes. <br /> Councilmember Grant asked if the fence around the cooling tower had to be limited to six feet. <br /> Community Development Director Lehnhoff stated the fence could be no taller than six feet <br /> unless Land O'Lakes applied for a site plan review. <br /> The motion to Add Recommendation 17 was called to a vote. <br /> The motion carried (4-1) <br /> Ayes: .Mayor Harpstead, Councilmembers Holmes, Grant, Holden <br /> Nays: Councilmember McClung <br /> MOTION: Councilmember Holden moved and Councilmember Grant seconded a motion <br /> to Add Recommendation 18—The Applicant shall include the addendum in <br />
