The new ciesigr�ation wauld a�low the majorit}� of I�1o�t� Snelling to remain <br />on the system by prov�ding �he connection to another major roadway. <br />However, the C�ty would be required to payback a portion of the MSA funds used on <br />North SnelIing Avenue. Nor�h Snell�ng Avenue was reconstructed from CSAH 96 to <br />Br�arknoll Dri�e in 1991; $263,639 in State Aid �unds was used. Paybaek would be <br />required on the 4.09 miles of the road that wou�d be revoked. �'he life of a reco�struction <br />project is 25 years, per M�nnesota Ru�es 8820. The pa}�back amount is ealculated by <br />taking the perce�tage of the road being revoked and the number of }�ears �emaining in the <br />s�ree�'s 25-year life, and app�ying this to the State Aid portion of the project cost. �'he <br />follow�ng table s�ows the pay�aek tha� v�ould be required in each of the years of <br />remaining life. Fram an overall system layout, they �dvTsed that it would make more <br />sense �o des��nate Pr�or Avenue to Jerrold Avenue� insteac� of to Edgewater Avenue; �t <br />doesn't make as much sense �o �ave t�vo streets designated tha� are separated only by one <br />b� ock . <br />State Ald staff also advisecl tha� t�e Briarknoll-Norma-Royal-Floral segment �s more <br />�ikely ta receive support than the Royal Hills-Arden View Dri�e segment. Both of these <br />streets have curves ar�d sto� si�n con�rolled interseetions that do not meet the minimurn <br />30 mph design speed. �hen the street is reconstructed in 3a �ears, curves v�au�d need to <br />mee� the mini�num design speed, ar have a stop sign instal�ed at that intersectian. T'he <br />Briarknoll-Norma-Royal-F1oral segment serves more homes, and provides aecess to a <br />City Park. T�e areas that do not meet design speed already h�ve stop signs, or ar� at <br />intersections where stop signs coulc� be easi�y �ns�alled.
