2. Design Standards—Section 1325.05 Subd. 8 <br /> The alternative development option would not impact the design standards originally <br /> g <br /> approved with the project. The north side of the building would no longer be a store front, <br /> but rather the rear wall of the Walgreen's store and the location for deliveries and the <br /> enclosed trash and recycling containers. The north wall would continue to have wrap-around <br /> - <br /> architecture and glass treatments that match the rest of the building. <br /> 3. Sign Code <br /> The proposed alternative development option would result in a net decrease in the amount of <br /> 93 square feet of signage. No additional signage is proposed for this side of the building. <br /> g <br /> Findings of Fact: <br /> Staff offers the following five findings of fact for this proposal: <br /> 1. On July 13, 2009,the City approved a Master PUD, Final PUD for Phase I and <br /> Preliminary and Final Plat for the Arden Plaza property. <br /> 2. The applicant is requesting approval of an amendment to the Master PUD and Final PUD <br /> for Phase I to allow the addition of an alternate p <br /> development option that excludes <br /> p <br /> Building 3. <br /> 3. The proposed amendment would increase the amount of landscaped area on the site b <br /> p Y <br /> 4,700 square feet. <br /> 4. The proposed amendment would decrease the amount of signage of the site b 93 s — <br /> Y square <br /> feet. <br /> 5. The proposed application is not anticipated to create a negative impact on the immediate <br /> g <br /> area or the community as a whole. <br /> Recommendation <br /> This is a unique amendment request given that the applicant is requesting a reduction in density <br /> and retail area square footage. The applicant recognizes that over the long term the market may <br /> shift such that an additional 4,700 square feet of retail would be a viable and beneficial addition <br /> to the Arden Plaza center. Given the current market demand and the strongreference that <br /> p <br /> Walgreen's has to own and operate their own properties, unencumbered b the presence of other <br /> Y <br /> attached third party retail space, it may be appropriate to grant the applicant's request. In <br /> addition to the increased landscaped area, reduced parking demand, and reduced signage,the <br /> proposal would also reduce the amount of traffic demand to the site.
