AR-DEN HILLS CITY COUNCIL-July 13, 2009 12 <br /> Councilmember McClung stated that there was currently a building located in the <br /> area that would be the entrance to the plaza. He asked what would happen if Arden <br /> Plaza wanted to move ahead with Phase III and the traffic signal was put in and <br /> there was no access into the site because of the business currently located here. <br /> City Planner Beekman stated that Phase III would not be able to move forward if <br /> the property owner did not want to participate or that property remained a separate <br /> entity. <br /> Councilmember McClung stated that if enough additional development on the <br /> north or along County Road E occurred and a traffic light was needed, this would <br /> not be possible because there would still be no access. <br /> City Planner Beekman stated that it was difficult to talk about hypothetical <br /> development without a specific application. It might be possible to say that if the <br /> traffic counts are such that a traffic signal would be required then the City could <br /> choose not to approve the applications for those developments. <br /> Mayor Harpstead stated that the County can restrict the intersection to a right- <br /> in/right-out at any time. <br /> City Planner Beekman stated that this was correct and the County could do this <br /> for any property along County Road E. Another possibility could be that the <br /> intersection is a three way intersection. She also stated that the guidelines for the <br /> B2 District required a traffic study for any development. <br /> Councilmember Holden asked why Phase III was contingent on the traffic signal <br /> and not Phase I or Phase II. <br /> City Planner Beekman stated that previous traffic studies have indicated that <br /> current traffic levels would not warrant a new traffic signal with a partial <br /> redevelopment of the Arden Plaza property. Ramsey County has reviewed the <br /> proposal and the traffic studies and they are not supportive of a new traffic signal <br /> with Phase I or Phase II. Ramsey County approval would be needed before a traffic <br /> signal could be installed. As more development occurs, the need for a traffic signal <br /> is more likely to occur. <br /> Councilmember Holden asked if the Holiday Inn property was developed and <br /> Phase II had not been developed yet how could the City ensure that the traffic signal <br /> was installed at this time. <br />
