AR-DEN HILLS CITY COUNCIL-July 13, 2009 13 <br /> City Planner Beekman stated that if development of the Holiday Inn property <br /> warranted a traffic signal this would be included in the PUD for the Holiday Inn <br /> Property. <br /> Councilmember Holmes asked if a traffic signal was installed as part of the <br /> development for the Holiday Inn property if Arden Plaza would still be responsible <br /> for 25% of the cost, even if it was a three way intersection and Arden Plaza did not <br /> have access to the signal. <br /> City Planner Beekman stated that this was how it was currently written. It was <br /> difficult to look ahead because there are several alternatives that could occur. The <br /> condition that is included in the PUD does try to address all of the alternatives that <br /> could occur. <br /> Councilmember McClung stated that it was a future possibility that the only <br /> access to the Arden Plaza would be on Lexington Avenue. He stated that this <br /> would not be an acceptable situation for the residents of Arden Hills, Shoreview or <br /> the tenants of the Plaza. <br /> City Planner Beekman stated that Arden Plaza would have access to the traffic <br /> signal on County Road E. <br /> Councilmember McClung asked how this would be possible if there was still a <br /> building in that location. <br /> City Planner Beekman stated that the light would not be able to go in with the <br /> current configuration of that parcel. <br /> Councilmember McClung asked if the traffic light was not able to go in would the <br /> City then, with the approval of this PUD, be hamstringing the property owners of <br /> the parcel across the street. <br /> City Planner Beekman asked for clarification on what way Councilmember <br /> McClung is referencing. <br /> Councilmember McClung stated that City Planner Beekman is saying that they <br /> can not bring a proposal to the City that would require the traffic light to be put in <br /> place because this would cause problems with the access to Arden Plaza. <br /> Mayor Harpstead clarified that all access on County Road E would not be <br /> eliminated but would rather be restricted to right-in/right-out for Arden Plaza. <br />
