ARDEN HILLS CITY COUNCIL-July 13, 2009 14 <br /> City Planner Beekman clarified that this would only be at the Arden Plaza <br /> entrance. Their access would be moved to the stop lights. <br /> Mayor Harpstead stated that if the building was not there or allowed it then this <br /> would occur but this was a hypothetical situation that would involve development <br /> of the north side of County Road E. This development could drive the need for a <br /> three way traffic signal and at that time the entrance to Arden Plaza would be <br /> restricted to a right-in/right-out. <br /> City Planner Beekman stated that this could occur but the City would not support <br /> this. In all likelihood the City would require some type of configuration that is <br /> contingent on the traffic signal. <br /> Councilmember McClung expressed concerns that the Council may be limiting <br /> the options for the property owner on the north side of the street. <br /> Councilmember Holden stated that the City is not sure what will occur with the <br /> property on the north side of the street. She asked what would happen if the <br /> property owner chose not to demolish the building. She asked if City Planner <br /> Beekman was implying that the City would not approve a PUD for the renovation <br /> of the current building in order to ensure that an intersection is created in this <br /> location. <br /> City Planner Beekman stated before an application comes to the Council it is <br /> difficult to discuss what it is. She stated that she would only be able to talk to the <br /> conditions that are required in this zone and the City's desires for a traffic signal - <br /> and intersection at this location. <br /> Councilmember Grant asked if a tax analysis had been done on the tax impact of <br /> taking out the office building in this location. <br /> City Planner Beekman stated that this had not been done. <br /> Councilmember Grant stated that it was unclear if this would be positive or <br /> negative for the City. <br /> Finance Director Iverson stated that she did not know what the impacts would be. <br /> Councilmember Holmes emphasized that the Ramsey County letter stated that <br /> ideally traffic from Arden Plaza would be directed to Pine Tree Drive to utilize the <br /> existing traffic signals. She stated that both the Arden Plaza and the Holiday Inn <br /> property could go to Pine Tree Drive and utilize that traffic signal. She stated that <br />
