AR-DEN HILLS CITY COUNCIL-July 13, 2009 15 <br /> the traffic signal was estimated to cost $250,000 and she would like to take another <br /> look at the Pine Tree Drive access before this money was spent. <br /> Mayor Harpstead stated that it is not clear that there is a quick pathway on either <br /> side. <br /> Councilmember Holmes stated that this had been stated by Ramsey County. <br /> Mayor Harpstead stated the he was not sure that Ramsey County had found a <br /> pathway through here that they would suggest. <br /> Councilmember Holmes stated that City Engineer Deb Bloom had looked into <br /> this. It was more of a cost factor than an access factor. She stated that the costs <br /> should be reviewed and compared to the costs of putting in another traffic signal <br /> Councilmember Holden asked if the landscaping requirements were based on the <br /> whole area in the PUD or if each phase or building was considered separately. She <br /> asked if the Walgreen's building met the landscaping requirements. <br /> City Planner Beekman stated that the landscaping re quirements were based.on the <br /> whole property not each phase or building and this is similar to Northwestern <br /> College and Bethel University. The property as a whole does meet and exceed the <br /> landscaping requirements. <br /> Councilmember McClung stated that the PUD process was used so that the <br /> Council can look at the development as a whole and weigh the pros and cons. He - <br /> asked what the benefits are that the City was able to negotiate in order to offset the <br /> points of flexibility the applicant was requesting. <br /> City Planner Beekman stated that 43 of the 46 requirements in the zone had been <br /> met or exceeded by the applicant. <br /> Councilmember McClung asked what the direct benefits were for the City. <br /> City Planner Beekman stated the tree preservation and landscaping codes were all <br /> exceeded. In terms of the Guiding Plan for the B2 District the applicant was <br /> meeting those items not included in the plan but implied by the intent as well. <br /> Additionally, The layout in general meets the softer principles and goals for this <br /> district. <br /> Mayor Harpstead asked if there was a walkway all the way down Lexington <br /> Avenue. <br />
