This is the final phase of the PUD <br />process and is used when a developer actually starts construction on a particular <br />phase. The PUD Master Plan will be a plan for the entire TCAAP property, but <br />construction is likely to occur over time in stages. The PUD Final Plan is used to <br />finalize the construction detail for a specific stage of development and to ensure <br />that each construction stage is in conformance with the provisions of the PUD <br />Master Plan. <br />Plannin� Commission Review <br />The Planning Commission voted (6-1) to recommend the proposed TCAAP regulations at their <br />June 9, meeting. As part of their discussion, the Planning Commission recommended four items <br />for amendments or additional research: <br />• Review the definition for "Daycare facility" and "Schools, general education" to ensure <br />that there was clear distinction between the two definitions and that a preschool or <br />nursery school was clearly defined. The definition for "Daycare facility" has been <br />amended to remove the reference to schools in order to provide a clearer distinction <br />between schools and daycares. Section 1305.04 Subd. 4� (page 6) � Subd 1 �1 (page 20). <br />• <br />Add the words "or leased in its entirety" to the definition of "Residence hall, dormitory". <br />The intent was to include structures owned by third parties, but leased in their entirety by <br />a high school, college, university, or seminary, within the definition. Section 1305.04 <br />Subd 164 (page 18). <br />• Review the definition for Ofiice showroom and Office warehouse, both of which are <br />limited to no more than 15 percent of the building floor area in the Mixed Business <br />District.
