two properties: the Shannon Square Shoppes and the Shannon Square Cub Foods. As <br />previously discussed, Inland Properties, the owner of both properties, has agreed to fund <br />up to half the cost of the project via a special assessment pending the results of the final <br />project cost estimate. The City Council approved the special assessment waiver at their <br />June 14, 2010, meeting, and Inland subsequently approved the special assessment waiver. <br />The 2009 cost estimate was approximately $63,000, not including engineering. Inland <br />Properties retains the option to review the estimated construction cost and final bid to <br />determine if they will accept the project. If Inland withdraws from the project, they are <br />not obligated to reimburse the City for expenses. <br />P�oject B: T�ail Reconst�uction <br />The 2010 CIP proposed to reconstruct the existing eight foot wide, 1870 foot long <br />bituminous trail that is located between Cummings Park Drive and County Road F along <br />Lexington Avenue. The trail is in poor condition with significant cracking. The 2009 <br />estimated cost was $50,000, not including engineering. <br />Discussion <br />Proposals were submitted from four firms in the municipal engineering pool: Bolton & Menk, <br />Inc., Kimley-Horn and Associates, Inc., MFRA, In., and WSB and Associates, Inc. This contract <br />will be a not to exceed cost based on actual hours spent on the project, with an optional <br />additional cost to present the study results at a city meeting. The costs for projects A and B will be tracked separately, and only <br />those costs associated with project A will be applied to the special assessment.
