�' � ,� <br />. � � � ;� � � <br />September 3, 2010 <br />Mr. Ma�t Woodruff, P.E. <br />Civil Engineer <br />City of Arden Hills <br />1245 West Highway 96 <br />Arden Hills, Minnesota 55112 <br />Re: Quote for Old Snelling Avenue Improvements <br />Dear Mr. Woodruff: <br />� <br />Suite 345N <br />2550 University Avenue West <br />St. Paul, Minnesota <br />55114 <br />Kimley-Horn and Associates, Inc. is pleased to submit this quote to the City of Arden <br />Hills for providing engineering services to assist the City in preparing a preliminary <br />proj ect report for the improvements to Old Snelling Avenue, from County Road E <br />(CSAH 15) to Trunk Highway 51 (TH 51). <br />Project Understanding <br />Kimley-Horn understands that the segment of Old Snelling Avenue from County Road <br />E to TH 51 is a State Aid Roadway (MSAS 111) that is in need of improvement. The <br />segment is approximately 4,300 feet long and lies within a 204-foot right-of-way. <br />Bridge 4627 is located at the south end of the project near TH 51. The City is hiring a <br />consultant to assist with topographic survey and mapping for the future roadway <br />improvements and with assessment of potential bridge construction costs. <br />Bridge 4627 is a concrete slab bridge spanning 20-feet over a drainage ditch and was <br />constructed in 1926. The structure crosses the Lake Josephine discharge channel that <br />flows to Lake Johanna. Annual safety inspections of the structure have been provided <br />by Ramsey County; the last inspection occurred in June 2009. We understand that <br />improvements may include removal of the structure and reconstruction of a new <br />structure that meets State Aid design requirements for the roadway and structure. We <br />understand the new structure must have sufficient width to accommodate a State Aid <br />roadway section as well as a shared-use path adj acent to the roadway. <br />We understand the City will provide a geotechnical investigation of the subsurface soils <br />within the project under a separate contract. <br />Project Scope <br />Kimley-Horn will provide the services specifically set forth below based on our <br />understanding of the proj ect. <br />TEL 651 645 4197 <br />FAX 651 645 5116 <br />
