CONSTRUCTION PROJECT UPDATE <br />Ken Wehrle, with the use of a site plan and photographs updated the Commission on <br />progress at the Tamarack Nature Center Nature Play Area, Children's Garden and <br />Garden House. Commission members were impressed with the progress and <br />requested that the October Commission meeting be held at Tamarack Nature Center for <br />a first -hand tour of the project. <br />Mr. Wehrle provided a progress report on the Keller picnic area redevelopment project <br />noting that the restrooms and shelters were completed in July and open to the public for <br />use except those located in the Lower Keller area. The Lower Keller area parking lot <br />and new entry road are currently under construction. Four additional shelters are slated <br />for construction in 2011. This includes three shelters in the Golfview Area and one at <br />Round Lake. <br />Contracts are being awarded for resurfacing of the play areas at Snail Lake Regional <br />Park and Island Lake County Park. Projects scheduled for 2011 include the Battle <br />Creek Regional Park picnic shelter, Turtle Lake County Park redevelopment, Lower <br />Afton Trail construction and design plans for Keller Golf Course. <br />ENVIRONMENTAL INVESTIGATION OF TCAAP PROPERTIES PROPOSED FOR <br />TRANSFER TO RAMSEY COUNTY FOR REGIONAL TRAIL <br />Mr. Mack updated the Commission on the process that will be used for environmental <br />investigation. Essentially, the Department is awaiting a License Agreement from the <br />General Services Administration for the 108 acres proposed for transfer. Upon receipt <br />of the License Agreement, the County will enroll in the Minnesota Pollution Control <br />Agency's Volunteer Investigation and Cleanup (VIC) Program and hire an environmental <br />consultant to assist in formulating a Response Action Plan (RAP). Once a RAP has <br />been agreed upon, the County will negotiate with the General Services Administration <br />on cost participation in implementing the RAP. Ultimately, the goal is to obtain the <br />property through the National Park Service for the intended regional trail use. <br />DIRECTOR'S REPORT <br />Mr. Mack reported that the Ramsey County Board of Commissioners will be holding a <br />public hearing on the proposed 2011 operating budget on November 29, 2010 at 6:30 <br />pm at Roseville High School. The proposed budget maintains the level of services <br />offered by the Department; however, changes in the ice arena market will result in a <br />revenue shortfall that will be covered by other sources. <br />Ramsey County Commissioners were approached by officers of the Hillcrest Golf Club <br />to discuss the potential sale to Ramsey County. The date established by the listing <br />agent for consideration of proposals is September 21, 2010. Ramsey County will not be <br />submitting a bid for the property at this time. <br />Ken Wehrle, Planning Director, will be retiring at the end of September. A replacement <br />has been hired.
