Parks, Trails & Recreation Committee Meeting Minutes September 21, 2010 <br />Page 4 <br />construction going on. Committee Member Scott asked if they could recruit high <br />school students. Ms. Olson indicated they could recruit high school students if they <br />wished. <br />C. Bench Implementation Plan <br />Ms. Olson gave a recap on the Bench Implementation Plan whereby Council approved <br />$5,000 each year for new benches for a 4 -year term. She indicated eight benches were <br />ordered this past year and six of those were placed this past weekend as part of an Eagle <br />Scout Project. Ms. Olson indicated that a couple of Council Members indicated that they <br />installed one or two of the benches nstalled along the new Venus trail should be removed <br />because it was in too close proximity to other benches. She indicated that there are no <br />benches on the segment of the trail along Lift Station Road going to Perry and that a good <br />g <br />portion of that is Ramsey County property. Ms. Olson questioned whether they wanted <br />to fund a bench that is essentially on Ramsey County property or whether Ramsey <br />County should be responsible for placing benches at those locations. Ms. Olson indicated <br />she would check with Greg Mack from Ramsey County to see if they were opposed to <br />having benches in the Ramsey County open space. She asked the committee's opinion <br />on where they should place the bench that will be moved. She indicated that Valentine <br />Park was suggested but did not feel that would be a good idea since the bench would <br />have to be moved during the Valentine Park improvements. She indicated that if Ramsey <br />County is in agreement they could put the bench along the new Perry Trail or along Lift <br />Station Road. Discussion ensued on which of the three benches to move and the new <br />location of that bench. The committee felt the bench closest to E2 should be the one to <br />be moved and that a good location would be before the fence half way up the hill on the <br />new Perry Trail. Ms. Olson asked the committee to assist in the placement of the benches <br />for 2011. <br />MOTION: Committee Member Straumann moved that in the spring of the next 3 years <br />of the bench implementation plan, the PTRC be involved in recommending the placement <br />of park benches to staff. Committee Member Scott seconded the motion. The motion <br />carried unanimously. <br />5. REPORTS <br />A. City Council Report & Public Works/Parks & Recreation Report <br />Ms. Olson stated that Council is working with Mn/DOT on 694/Hwy 10 Improvement <br />Project. There was a public hearing where the public spoke that Mn/DOT had not <br />pedestrian improvements within the plan. Ms. Olson indicated she had met with Greg <br />Mack and he indicated they would like to see the entire 694/35 corridor looked at for <br />pedestrian biking. Mn/DOT is forming a pedestrian study group to discuss that corridor. <br />She stated one of the other concerns about the improvements is noise walls. Mn/DOT <br />could cost share in the building of noise walls. The County is also agreeable on <br />upgrading the Lexington Avenue intersection so it can accommodate more traffic. <br />Ms. Olson indicated that one item the PTRC will need to discuss is facility user fees. She <br />will be working on putting an analysis together. <br />
