Parks, Trails & Recreation Committee Meeting Minutes October 19, 2010 <br />Page 5 <br />C. Capital Improvement Plan Discussion <br />Ms. Olson indicated a main item in the CIP is the Valentine Park improvements. Bolton <br />and Menk will provide feedback to help the City decide on how to proceed with the <br />improvements. Chair Peck asked if they would be able to watch a recording of what <br />Bolton and Menk or Public Works Director Maurer would be presenting at the Council <br />meeting regarding the Valentine Park improvements. Ms. Olson indicated that <br />worksessions are not recorded but they are welcome to attend the November 15 <br />worksession. Public Works Director Maurer will present at the PTRC meeting in <br />November as well. <br />Ms. Olson indicated that Valentine Park is due for a new play structure, $5,000 a year is <br />set aside for park emenities including replacement of any picnic tables, funds are set up <br />for a consultant is come in to do a city wide inventory of the Ash trees, in preparation for <br />writing an Emerald Ash Bore Implementation Plan. <br />Ms. Olson indicated that Committee Member O'Malley had suggested drinking fountains <br />be added in parks. Ms. Olson stated that this could be looked at for parks with a water <br />source but that some parks do not have water in the park. She thought one idea could be <br />to look at adding drinking fountains in coordination with other improvements such as <br />pavilions or irrigation. She will look further into the cost for water fountains in our <br />parks. <br />Chair Peck asked Ms. Olson if the committee members had any suggestions or additions <br />to the CIP, timing wise when would they need to submit. Ms. Olson stated any <br />suggestions submitted tonight would be researched for the possibility of being added next <br />year and discussions the PTRC have in the winter, are utilized when the CIP process <br />begins each summer. <br />D. Other New Business <br />Council Liaison Grant indicated that the 96 trail along the Royal Hills area is breaking up <br />and might need to be repacked. He would like this looked into. <br />5. REPORTS <br />A. City Council Report & Public Works/Parks & Recreation Report <br />Council Liaison Grant stated he was very pleased that they were able to add three trail <br />sections this year. He feels that there are opportunities for the City to get additional <br />grants and this is something they need to take a look at. Council Liaison Grant asked if <br />they can apply for the STP grant again and if it is on a two year cycle. Ms. Olson <br />indicated the last process was for 2013 and the next one for 2015. Council Liaison Grant <br />asked Ms. Olson to check on that. He stated the grant they had put in for in 2010 with <br />Met Council should be put in for again. If they get the grant they can apply those funds <br />towards the County Road E bridge. Ms. Olson indicated she will check into that. <br />Council Liaison Grant gave a brief update on the TCAAP auction. He stated the auction <br />is set for November but does not feel it will be until December. At this point it has not <br />
