ARDEN HILLS CITY COUNCIL October 11, 2010
Z.B. Staff Update (continued)
Mayor Harpstead stated he would not be able to attend this meeting due to previous
commitments. He stated City Administrator Klaers should be present to represent the City and
answer any questions that may come up.
Councilmember Grant stated he would not be able to attend this meeting due to previous
commitments.
City Administrator Klaers stated he would be attending the meeting.
Public Works Director Maurer stated there was a preconstruction meeting today regarding the
Lexington Avenue Trail project. Construction is expected to begin on Wednesday and will take
two to three weeks. There will be no long term closures although there may be temporary cones
set up during the project. Staff has been working with Qwest to move a small box. Qwest will be
moving this box but Staff is not sure of the timing of this at this time. The City Attorney is
working with Qwest in regards to a second, larger box that needs to be relocated. The project will
work around this area at this time and come back and complete this section once the box has been
moved.
Councilmember Grant pointed out that the Safe Routes to School trail project had been delayed
due to problems with Qwest and it is a good thing that Staff is working ahead on these problems.
Public Works Director Maurer stated work is progressing on the CP Rail Bridge. The project is
expected to be completed on schedule. The only slow downs that have been experienced are due
to the requirement that a CP Rail employee be present when they are working in certain areas.
These employees do not work on Fridays and this has caused some delay.
Public Works Director Maurer stated The Elmer L. Anderson Memorial Trail signs have been
placed and the landscaping has been installed at the trailhead. The bench will be installed on
Tuesday. The park dedication ceremony will be Thursday at 5:00 p.m. at Glenpaul and Cleveland
Avenue.
Public Works Director Maurer stated Staff is waiting for the official scoping document from
Mn/DOT on the County Road E Bridge. This document needs to be completed before the bridge
can officially be programmed for reconstruction. It is expected this bridge will be programmed
for replacement in 2015. There have been some informal discussions about advance construction
with this project with Ken Haider, County Engineer. Mn/DOT is willing to discuss this and once
the project has been programmed these discussions can take place. Staff will need to make sure
the logistics of getting around the City are considered with this project, especially with the other
construction projects happening in the area. The City was told the scoping document would be
done in the fall and the City would get a copy of it. Civil Engineer Giga is working on tracking
down a copy of it.
Councilmember Grant asked if the scoping document would provide details regarding the
pedestrian walkway across the bridge.
