Mr. Ken Besnechek, 3356 Lake Johanna Boulevard, Arden Hills, expressed concerns <br />about public safety on the streets and the problems with traffic. He recommended the <br />commission defer any decision until the traffic has been evaluated. <br />Mr. Dan Cooke, 3070 Shorewood Lane, Roseville, stated the whole proposal was <br />outrageous because it does not meet the requirements of a planned unit development. <br />The height of the proposed building is excessive and should not be allowed. He stated he <br />did not see a benefit to the community with this proposal. <br />Ms. Bernadine Syverson, 3087 Shorewood Lane, Arden Hills, stated she has worked in <br />nursing homes and understands the needs of patients but she did not agree that <br />Presbyterian Homes' staff should be reading letters from residents about how bad things <br />are there and why they would like to see a new facility constructed. She stated this was <br />not the point of the public hearing. The point was to discuss how this would affect the <br />residents and their communities. <br />Mr. Jim Day, 3242 Sandeen Road, Arden Hills, stated he did not see a need for <br />Presbyterian Homes to maintain a parking lot on the side of the property next to Sandee <br />Road and he recommended if this parking lot was kept, Presbyterian Homes should <br />restrict the use of this lot and not allow employees to be picked up or dropped off at this <br />location. <br />Mr. Peter Dybvad, 3151 Shorewood Drive, Arden Hills, he appreciated the dialog that <br />Presbyterian Homes has had with the residents but he expressed concerns about the <br />rezoning of the property from R2 to R4. He also asked how the Conditional Use Permit <br />for one property could be used for another property. He stated concerns that Presbyterian <br />Homes was simply shifting conditional use permits around to different properties to suit <br />their needs. He explained that he had talked with several realtors regarding the sale of his <br />home and the impact the proposed project would have on the value of his home. These <br />realtors informed him that he would expect to see an 8% to 15% reduction in the value of <br />his home. He stated that it was dubious to say this project would not have a negative <br />impact on the residents. <br />Chair Thompson closed the public hearing at 8:28 p.m. <br />Chair Thompson opened the floor to additional comments or questions from <br />Commissioners. <br />Commissioner Scott asked where the main parking area was for employees. <br />Mr. Mehrkens, stated there was no designated employee parking. Employees were asked <br />to park in the spaces furthest from the building but they could park in the lot that was <br />closer to where they worked. The intent was to utilize the parking on the entire sit. <br />Commissioner Scott asked if there has been traffic counts done. <br />
