City Planner Beekman stated Arden Hills and Roseville Public Works Departments and <br />engineers have reviewed these. She clarified that the proposed increase of 14 residents <br />did not require a traffic study to be done. <br />Commissioner Modesette asked if construction traffic could be restricted from County <br />Road D and if traffic could be limited on Sandeen Road. <br />Mr. Mehrkens, stated that during the multiple phases of the project there will be times <br />when the access point at County Road D will need to be utilized. He also stated that if <br />the City was requesting property for the use of a cul -de -sac on Sandeen Road this would <br />need to be negotiated. <br />City Planner Beekman clarified as part of the review process the Public Works <br />Department and City Engineers looked at the construction phases and the potential <br />impacts of construction equipment of the roads. As part of the TIF request, parts of <br />County Road D will be reconstructed at the expense of Presbyterian Homes. Also any <br />damage to Sandeen Road and Lake Johanna Boulevard will also be repaired. <br />Commissioner Reiff moved, seconded by Commissioner Hames to recommend <br />approval of Planning Case 10 -012 for a Preliminary and Final Plat, consolidating <br />3120 and 3220 Lake Johanna Boulevard into a single parcel based on the findings of <br />fact, submitted plans, and amended conditions in the November 3, 2010, Planning <br />Case Report. The motion carried unanimously (7 -0). <br />Commissioner Modesette moved, seconded by Commissioner Holewa to recommend <br />approval of Planning Case 10 -012 for a Rezoning from R -2 to R -4, at 3120 and 3220 <br />Lake Johanna Boulevard based on the findings of fact, submitted plans, and the <br />amended conditions in the November 3, 2010, Planning Case Report. The motion <br />carried (6 -1). <br />Ayes: Chair Thompson, Commissioners Modesette, Zimmerman, Holewa, Reiff, <br />and Hames <br />Nays: Commissioner Scott <br />Commissioner Hames moved, seconded by Commissioner Holewa to recommend <br />approval of Planning Case 10 -012 for a Conditional Use Permit Amendment and <br />Master and Final PUD, for the Presbyterian Homes redevelopment proposal based <br />on the findings of fact, submitted plans, and the amended conditions in the <br />November 3, 2010, Planning Case Report. <br />Commissioner Modesette thanked all residents who spoke during the public hearing. She <br />stated she respected and empathized with these residents but there will be benefits for the <br />community with the approval of this PUD. She stated that it was not common for a <br />corporation to consider the public's input to the extent that Presbyterian Homes has and <br />to make the modifications it has.
