Attached is a copy of a proposal from the Wheeler- Shorewood Neighbors to the Arden Hills City Council that <br />we are respectfully requesting that you review and consider prior to voting on the proposal on November 29th. <br />Some background may be helpful. Our neighborhood which is on the southern boundary of the proposed Presbyterian <br />Homes project is late to the process because we were not informed, perhaps because we are in Roseville. When we <br />heard about the project we were obviously concerned about the impact the project will have on our residential area. <br />When we attended the Planning Commission's hearing we heard Pres Homes testify that their traffic study showed a <br />projected increase of only 52 car trips a day from the project. This was reassuring to all of us. However on closer <br />examination of the changes in traffic patterns encouraged by their design, it became clear that these total numbers <br />dramatically minimize the real impact on our residential neighborhood. They have added a new driveway to the southeast <br />side of the property directly emptying onto Wheeler Avenue, a residential street. Pres Homes did not discuss how their <br />design was changing existing traffic flow. For example at the Planning Commission meeting when discussing staffing <br />numbers for daytime hours -310 workers -(150+ 120 +40) they did not talk about how many of these workers, in addition <br />to residents, will now likely be using the new southeast driveway/Wheeler as an ingress /egress. Many of these 500 -600 <br />daily trips by workers will be on Wheeler and Shorewood Lane during peak hour,s 7 -9 am and 3 -5 pm when school <br />children and residents are most active on our streets. <br />We heard that Pres Homes held neighborhood meetings with the northern and eastern neighbor's to address their <br />concerns and that the planning commission and city staff were impressed with their cooperation. However the southern <br />neighbors were not informed and this fact in combination with the failure to honestly address or remediate the very real <br />negative effect of the proposed Southeast driveway is a significant concern. If Pres Home's traffic study addressed the <br />traffic impact on our neighborhood they did not share this analysis at the Planning Commission Meeting or in the <br />subsequent meeting they held with us on November 15. <br />It is tempting to paint the neighbors who are trying to effectively address these very real negative impacts as people who <br />are just against change but I think that is not a fair or accurate depiction. It is only reasonable and expected that the <br />projected traffic flow be assessed and all efforts to minimize negative impacts on residential neighbors be adopted.
