Conditions Precedent to Issuance of Development Permits. Prior to the City's <br />issuance of any development permits for the project, the Developer shall: <br />1. Obtain the Fire Marshal's written approval of the Development Plans. <br />2. Obtain the City Engineer's and Public Work Director's written approval of <br />the grading, drainage and utility plans. <br />3, Obtain approval from the Rice Creek Watershed District and all other <br />applicable permitting agencies prior to the issuance of any City permits. <br />Copies of such permits shall be provided to the City prior to the issuance <br />of any permits. <br />4. Prepare a construction phasing and emergency vehicle access plan and <br />obtain the Public Work Director's, Ramsey County Sheriff's and Fire <br />Marshals written approval of the construction phasing and emergency <br />vehicle access plan, which plan shall apply to all phases of construction. <br />5. The Developer shall work with adjacent property owners who reside on <br />Shorewood Drive to determine the exact location and species of <br />landscaping materials to be planted along the east line of the Property. <br />6. Submit a financial surety, in the amount of 125% of the estimated cost of <br />the landscaping improvements. The form of surety should be approved by <br />the City Attorney and shall remain in effect for (2) two years from the <br />5 <br />
