The Fire Department has reviewed this proposal and has no issues with it. Additionally, Staff <br />has talked with the City's recycling and waste haulers who feel that their vehicle access and <br />pick -up needs can be accommodated by this road configuration. <br />Amended Conditions of Approval <br />Since the November 3 meeting, Staff has reviewed the conditions of approval with the City <br />Y <br />Attorney and is recommending the addition of conditions 12 -14 of approval to those <br />recommended by the Planning Commission. Additionally, Staff is recommending the revision of <br />three other conditions. These revisions are indicated in the conditions of approval as underlined <br />text. <br />Findings of Fact: <br />This project includes the following requests: amendments to CUP 70 -052, 78 -031, and all <br />subsequent amendments; a preliminary and final Plat combining the two parcels; a rezoning of <br />the property from R -2 to R -4; a Master PUD; and a Final PUD. <br />The Planning Commission offers the following thirty -two findings of fact for this proposal: <br />General Findings: <br />1. The Presbyterian Homes property is a combined total of 22.5 acres in size. <br />2. The Presbyterian Homes property is currently in the R -2 District. <br />3. The Presbyterian Homes property currently has a future land use designation of Public <br />and Institutional in the 2030 Comprehensive Plan. <br />4. The applicant is proposing to re -plat the properties into one parcel; Lot 1, Block 1. <br />5. The applicant is proposing to demolish 188 independent and assisted living housing units <br />and construct 202 independent and assisted living units in their place. <br />6. The applicant is proposing to maintain 208 skilled nursing units as they are currently <br />configured on the site. <br />7. The applicant is proposing to maintain the current uses of independent living, assisted <br />living, memory care, and skilled nursing care; however, the proportion of uses is <br />proposed to be altered. <br />8. The proposed development does not require park dedication. <br />9. The applicant is requesting tax increment financing as part of the redevelopment <br />application. <br />Rezoning Findings: <br />10.
