City of Arden Hills 13 Zoning Code <br />Subd. 11. Environmental Sustainability=CompoWt. The PUD Master Plan shall <br />incorporate green building and design principles where feasible, and shall meet the <br />following requirements: <br />A. Building design.d..that are greater than ten thousand (10,000) <br />square feet in gross floor re and are occupied by any business that is p art of a <br />group of ten or:o businesses dong business in Minnesota or nationally <br />shall incorporate at .h 4:.:two of the features in the following section. All new <br />buildings over fi fteen thousand (15,000) square feet in g ross floor area shall <br />incorporate =t=.st two of the features in the following section. All buildings <br />g s <br />with 15: 00 or fi ver square feet in gross floor area, including residential <br />including <br />units, are i ommended to meet these building requirements. <br />1. Daylighting of building interiors, using window placement, skylights, <br />solar tubes, and similar techniques; use of energy efficient, Dark Sky <br />compliant outdoor lighting for all outdoor building and site lighting. <br />E. The United States Army operates a network of welds, underground pipes, <br />and a treatment plant to remediate the groundwater contamination. This <br />groundwater treatment must be able to continue along side any <br />redevelopment. Any proposed changes to the monitoring wells and /or <br />groundwater treatment infrastructure shall be subject to approval by the EPA, <br />MPCA, and the United States Army. <br />F. The applicant shall enroll in the MPCA's Voluntary Investigation and <br />Cleanup (VIC) program and the MPCA's Petroleum Brownfields Program <br />(PBR). A Response Action Plan (RAP) that is approved by the MPCA shall <br />be submitted prior to the City issuing any building permits or approving any <br />subdivisions. The applicant shall provide a Certificate of Completion from <br />the VIC program and Development Completion letter from the PBR prior to <br />the issuance of the Certificate of Occupancy by the City for each stage of <br />development or building as deemed appropriate by the City and MPCA. <br />G. The developer shall comply with any federal and state land use restriction <br />for the site. <br />2. Meeting a green building performance standard such as DEED, B3, <br />EnergyStar, passive design, or other standard at the City's discretion. <br />3. Incorporation of renewable energy features, including solar, wind <br />energy or geothermal systems, into the building or site. This may include <br />using the Army's water treatment process to develop geothermal energy <br />generation capability and /or the use of land and buildings for solar or wind <br />energy generation. <br />4. Energy Efficiency: A minimum of a thirty -five (35 percent increase <br />in overall building energy efficiency as compared to the Minnesota Energy <br />Section 1320 District Provisions <br />Adopted: November 13, 2006 <br />Page 51 of 65 <br />
