City of Centerville <br />Planning and Zoning Commission <br /> <br />August 3, 2010 <br />The Commission reviewed the text of the proposed ordinance. <br /> <br />Commissioner Larson noted a conflict in the sections of the ordinance relating to minimum <br />garage size in the R-3 zone. In one place it says 200 square feet, another says 220 square <br />feet. The Commission agreed that 220 square feet should be used. <br /> <br />Commissioner Larson pointed out that the Table 1 of Appendix A was confusing as it <br />related to “Minimum Bldg Size-Ground Floor for R-3. The Commission agreed that the <br />text should be removed and that box left blank. <br /> <br />Administrator Larson reviewed a substitute section regarding Interim Uses in B-1. The <br />language as amended requires Planning and Zoning to make a determination of whether <br />the parcels qualifies for interim use status at the time of rezoning any parcel from I-1 to B- <br />1. This would avoid the requirement that a property owner must initiate an application for <br />an interim use in those circumstances where the city initiates the change. The consensus <br />was that the revised language was acceptable and that it doesn’t change what was intended <br />in the notice of hearing. <br /> <br />Administrator Larson reviewed findings prepared by the City Attorney to set out the <br />justification for the interim use language that is proposed in the draft ordinance. <br /> <br />Motion by Commissioner Wood, seconded by Commissioner Mosher to adopt the <br />findings of fact and recommend approval to the proposed amendments to Chapter <br />156, Sections 156.021 & 156.030 including the substitute text for interim uses as well <br />as the other modifications as discussed. Voting in favor: Mosher & Wood. Voting <br />against: Lee and Larson. Motion failed. <br /> <br /> <br />IV.NEW BUSINESS <br /> <br />th <br />1. Conditional Use Permit Application – 6995 20 Avenue, Hartman Builder <br />PMD, Inc. <br /> <br />The application from Hartman Builder proposes to use the property for a building <br />contractor office and yard. The applicant was not present. <br /> <br />Motion by Commissioner Larson, seconded by Commissioner Wood to schedule a <br />public hearing to consider the matter at the next regular meeting. All in favor. <br />Motion carried unanimously. <br /> <br /> <br />V.DISCUSSION ITEMS <br /> <br />Administrator Larson reviewed a draft Affordable Housing Action Plan. The Plan is <br />required by Met. Council to be submitted for approval by December 1, 2010. The Plan <br />text is substantially the same as it appears in the 2030 Comprehensive Plan, but includes <br />modified housing goals as dictated by Met. Council. The draft plan has been submitted to <br />the Met. Council for review and when comments are received, the matter will be placed on <br />the P&Z agenda for consideration. <br />Page 2 of 3 <br /> <br />
