neighbors, would it be as critical to get the neighbor’s permission. City Attorney Glaser
referenced point 6 of the ordinance stating ‘the bee keeper shall maintain the hives and not be a
nuisance to the public’. This would give neighbors some input if the bees were to become a
problem

Discussion was had as to what would be the appropriate distance from the property line. City
Engineer Statz offered wording such as not requiring abutting property owner’s permission if the
hives were 200’ from the property line or to some lesser distance if existing topographical features
offered a buffer zone such as; wild areas, a creek, or a forest.

City Attorney Glaser suggested tabling this item until such time additional information can be
obtained from the U of M regarding safe distances for locations of the hive(s).

Motion by Council Member Paar, seconded by Council Member King to table this item until
the next Council meeting. All in favor. Motion carried unanimously.

2. Forest Lake Contracting Final Pay Request (Peltier Lake Drive Street & Utility
Improvements)

Item was tabled due to other negotiations.

3. Forest Lake Contracting Final Pay Request (2009 Street Improvements)

Item was tabled due to other negotiations.

4.Approve Grant Agreement w/Dept. of Natural Resources – Tree Planting Project

City Administrator Larson updated the Council on the purpose of this grant agreement. Mr. Philip
Capra has been working with the Parks & Recreation Committee on an Eagle Scout Project which
includes an inventory of Ash trees on our city property to see if there was a need for
diversification. The City received a $7,200 DNR Grant for up to 22 trees of 4 or 5 species and no
local match is required, but does require that a covenant be filed restricting what can be done with
the property without approval of the State.

City Administrator Larson stated the Boy Scout Troop will be responsible for the watering until
the irrigation system is installed this spring, a map will be supplied of the planting area and all
covenants are added to the property’s abstract incurring a minimal charge.

Motion by Council Member Fehrenbacher, seconded by Council Member Love to approve
the Grant Agreement with the Department of Natural Resources regarding Tree Planting in
Laurie LaMotte Memorial Park. All in favor. Motion carried unanimously.

IX. ANNOUNCEMENTS/UPDATES

1.City Administrator, Mr. Dallas Larson
