City of Centerville <br />Planning & Zoning Minutes <br />March 12, 2002 <br />Mr. Palzer stated that massage parlors are required to be at least 500’ from a residential <br />zone. Chairperson Hanson stated that massage parlors, body piercing and tattooing <br />should be in an ordinance other than Adult Establishments. Consensus was to have <br />separate ordinances for body piercing and tattooing. Adult establishments would contain <br />massage parlors. <br /> <br />Commissioner McLean questioned whether the City regulates hobbies. Consensus was <br />that tattooing and body piercing generally begin as hobbies and turn into businesses. <br /> <br />Consensus was that the Commission desired an ordinance similar to that of the City of <br />Forest Lake. <br /> <br />Mr. Thompson questioned whether there was a problem with the current Ordinance #61. <br />Chairperson Hanson stated that body piercing and tattooing are not addressed in the <br />current ordinance. <br /> <br />Commissioner DeVine suggested looking at creating a new ordinance in regards to body <br />piercing, tattooing and massage parlors. Commissioner DeVine suggested having a work <br />session to discuss same. Consensus was to utilize Chapter 114 for Tattooing and Body <br />Piercing and the City of Forest Lake’s ordinance for massage parlors. The commission <br />requested that staff notify Commissioners Kilian and Wilharber. <br /> <br />VII. DISCUSSION ITEMS <br /> <br />1. Right of Way Ordinance <br /> <br />Brief discussion was had regarding this sample ordinance and its necessity. <br /> <br />Motion by Commissioner DeVine, seconded by Commissioner McLean to table this <br />item. Motion carried unanimously. <br /> <br />VIII. CONSIDERATION OF MINUTES <br /> <br />1. Consideration of the February 5, 2002 meeting minutes. <br /> <br />Motion by Commissioner DeVine, seconded by Commissioner Helmbrecht to <br />approve the February 5, 2002 meeting minutes as presented. Ayes - 4, Nays - 0, <br />Abstain - 1 (Hanson). Motion carried. <br /> <br />Commissioner DeVine questioned fencing requirements for above ground pools. Mr. <br />Palzer interpreted Ordinance #4 requirements. <br /> <br />The Commission questioned the Ordinance #4 and its status at Council level. Ms. Bender <br />stated that Council tabled the item and the Mayor had submitted questions/concerns and <br />that the Commission had copies of same before them. Commissioner DeVine stated that <br />public hearings had already been held and that Ordinance #4 had encompassed <br />Page 4 of 5 <br />
