Planning and Zoning Commission <br />July 2, 2002 <br />Meeting Minutes <br /> <br />Mr. Rosenthal indicated he had met with most of the neighbors and had not had any <br />negative feedback. <br /> <br />Ms. Moore-Sykes indicated that Mr. Rosenthal would need to submit a grading plan <br />because he would not be allowed to alter the grade in any fashion that would impede <br />upon his neighbors. <br /> <br />Commissioner Helmbrecht asked if there was a buffer between residents and the existing <br />building. <br /> <br />Mr. Rosenthal indicated there are large willow trees planted when the building was <br />constructed 20 years ago that act as a nice buffer. He then indicated he intends to either <br />use fencing or landscaping to buffer the new building. <br /> <br />Commissioner DeVine indicated that any building over 5000 square feet would require a <br />sprinkler system. He then asked whether the existing building used well water and noted <br />that, if the building is required to have sprinklers, City water would need to be added to <br />the project. <br /> <br />Mr. Rosenthal indicated that the existing building does use the well but indicated he <br />would be adding City water. He then indicated that, at some point in the future, a cul-de- <br />sac should be added to allow for two lots to be developed. <br /> <br />Mr. Rosenthal asked if it is hard to obtain a special use permit because the businesses he <br />intends to solicit for tenants would need special use permits. <br /> <br />The Commission recommended meeting with City Staff to discuss the special permit <br />process. <br /> <br />Commissioner Wilharber asked how Mr. Rosenthal intended to continue the sewer line. <br /> <br />Mr. Rosenthal indicated that Roso Construction had offered to let him tap into the <br />existing line. <br /> <br />Mr. Rosenthal indicated he would like to update both buildings and then commented he <br />had gone through an eminent domain proceeding in St. Paul and has three years to <br />reinvest the money in order to avoid paying taxes. <br /> <br />Ms. Moore-Sykes recommended that Mr. Rosenthal discuss his intentions concerning the <br />sewer line with Mr. Palzer as he would know the required regulations. <br /> <br />Council Member Travis indicated Mr. Rosenthal would not be able to hook into the <br />sewer line without a public utility easement. <br /> <br />Page 2 of 7 <br />
