Planning and Zoning Commission <br />July 2, 2002 <br />Meeting Minutes <br />The Commission agreed that the concept looked good but suggested meeting with Staff <br />to firm up plans and determined what would be required. <br /> <br />2. Apex Developers of MN, Inc., 182 B. Ryan Lane (Concept Plans – New <br />Building) <br /> <br />Scott Thompson the design builder and Dave Evans, Matt Rehbein’s partner introduced <br />themselves to the Commission and asked whether the Commission had any questions <br />concerning the concept plans. <br /> <br />Mr. Evans indicated he would like to have a building permit this year yet and work on the <br />rest of the overall site plan after as that would allow him to generate some income to help <br />fund the project. <br /> <br />Mr. Thompson suggested meeting with City staff and their engineers to discuss the <br />specifics of the development. <br /> <br />Commissioner Wilharber asked if Mr. Evans intended to access the property from 21st <br />Avenue. <br /> <br />Mr. Thompson indicated there is a cul-de-sac off of County Road 54 <br /> <br />st <br />Ms. Moore-Sykes indicated access would need to be off of 21 Avenue which is not yet <br />extended. <br /> <br />Commissioner Wilharber commented that half of the road is in Lino Lakes and half in <br />Centerville which means it will take some time to get developed. <br /> <br />Ms. Moore-Sykes indicated a joint meeting was held a few weeks ago to discuss the <br />improvement to the road. She then indicated that Centerville had just agreed to update <br />the feasibility study at the last meeting. <br /> <br />Ms. Moore-Sykes indicated that the City was intending to only improve the road to the <br />developed area but, if driven by development, the road will need to be improved. <br /> <br />st <br />Mr. Evans asked how long it would be before 21 Avenue was improved. <br /> <br />Ms. Moore-Sykes indicated that would depend on development pressure. <br /> <br />Council Member Travis indicated that Lino Lakes has the road scheduled to begin <br />construction next spring. <br /> <br />Commissioner Wilharber indicated that it was never a thought of that cul-de-sac being <br />st <br />punched out any farther and the assessments on 21 Avenue were so high that property <br />owners were up in arms and neither of the cities wanted to spend that much money to <br />st <br />extend 21 Avenue any farther. <br />Page 3 of 7 <br />
