3. Centennial Youth Hockey Association Request for Charitable <br />Gambling License to Operate Pull-Tabs, Paddlewheel & Bar Bingo <br />Within Kelly’s Korner <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member <br />Love to Approve the Charitable Gambling Application to Operate Pull-Tabs, <br />Paddlewheel & Bar Bingo Within Kelly’s Korner from April 15, 2011-April <br />14, 2012. <br /> <br />Discussion: Council Member Parr questioned whether he should refrain from <br />voting on this matter due to the fact that he has two children that are involved in <br />the organization. Legal Council stated that there was no need to refrain from <br />voting. <br /> <br />All in favor. Motion carried unanimously. <br /> <br />4. Approval of Connect Anoka County Project Service Agreement – <br />Broadband Services w/Anoka County <br /> <br />Legal Counsel reviewed with Council the current agreement, stated that he felt <br />that this agreement was the best possible agreement that could be obtained and it <br />would allow cities bargaining power with the provider (Zayo) in the future and <br />allow modifications. Legal Counsel discussed possible financial ramifications of <br />the agreement and felt that the commitments would not exceed the value of this <br />venture. Council questioned how other municipalities felt about approving the <br />agreement and Mr. Glaser stated that with the exception of Columbia Heights, all <br />would likely vote in favor of approving the contract to connect to services but not <br />accepting the service until the network is completed. <br /> <br />Council again felt that with the attraction of businesses, this would also be an <br />important tool to assist that. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member <br />Love to Approve the Anoka County Project Service Agreement – Broadband <br />Services as presented provided that service to the city buildings would be <br />delayed until the system is built out. All in favor. Council Member King <br />opposed. Motion carried. <br /> <br />5. Staff Recommendation for Replacement of Bolts (Hydrants & Gate <br />Valves) in Advance of Trail Project – Burschville Construction, Not to <br />Exceed $28,625 <br /> <br />Public Works Director Palzer stated that in the past, the City experienced <br />numerous failures of these bolts due to corosive and due to the close proximity of <br />the hydrants and valves in the area of the trail project he would recommend <br />Page 5 of 7 <br /> <br />
